In the year 1987, on January 20, Assam Telecom Circle came into existence. BSNL provides telecom services in the entire state of Assam including Guwahati and the General Manager, Assam Telecom Circle is in overall control of all Telecom Services.

The BSNL Circle Head Quarter is located in Panbazar, at the heart of the city. Chief General Manager Telecom (CGMT) is assisted by GM (Fin), GM (NWP-CFA &IT),  GM (S&M), GM (HR/Admn). GM (NW Plg-CM), GM (EB&Biz Plg), GM (NW Opn-CM. ). Seven Telecom Districts (SSA) also report to the CGM at Circle Office and also GMs in-charge of the SSAs.

In Assam the largest telecom operator is the Assam Telecom Circle, BSNL, which provides wide range of telecom services in the state: WLL Mobile, Landline phone, Internet, Broadband, GSM Mobile, IN Services, I-Net,  Carrier service, MPLS-VPN Telegraph/Telex, etc. BSNL Assam Circle is the only service provider, that took the initiative to bridge the Rural-Urban Digital Divide ICT sector by  making focused efforts and planned initiatives.

BSNL stressed to develop the North East that includes 90% umbrella coverage on WLL, redundancy in OFC media, and Broadband connections in all DHQs and important towns, extension of GSM Mobile coverage to villages having population more than 1000.
